Make elections free of charge to all candidates; allocate national radio channels for use by major political groups; set aside one hour of time on national television; and provide free Internet space for candidates. Local media should be handled in a similar manner. Candidates should complete registration six months in advance of elections, and voters have the right to ask questions which candidates are obligated to answer.
