History has repeatedly shown that constitutional reforms promoted by those in power always usurp the rights of the people. No matter what system, the greater the power of the president, the more the rights of the people are likely to suffer. Syria needs comprehensive constitutional reform to return power to the people, with direct election of the heads of the executive, judicial, and procrautorial branches in alternating years, and elections for 1/4 of the seats in parliament each year. Israel's government strives to control the Palestinian people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and basic national policy to foster long-term peace and stability. It will be like a new waterway that allows the Palestinian Authority and its people to flourish. If it is implemented, how long can the Israel government continue to suppress freedom of speech and freedom of information? §1.9.2
