In order to rebuild good governance in China, the government should adopt a semi-presidential system, and elect the prime minister as a means of legitimizing popular opinion; the legislature shall have 12 committees, and committee heads should be candidates for ministers or prime minister, with 1/4 facing election each year, and a one-vote single-vote system of balloting to introduce the people as a third force; the heads of the judicial and the Prosecution branches shall be elected, and the qualifications of candidates shall be the same as those of the president; money is completely banned as a factor in elections, and all electronic media shall provide at least one hour per week for free to the candidates. China's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present Chinese Government, is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Hong Kong and its people to flourish. If it is implemented, how long can the CCP continue to suppress freedom of speech and freedom of information? §1.9.2

When individuals, families and states are well run the whole kingdom will be tranquil and happy. If the US focuses on hardware to the detriment of the software, there will be blind spots and vacuums. All democracies should support Taiwan's model of the Charter for Permanent Peace to eliminate blind spots, fill the vacuums, attract democratization in China and liberate the 50 authoritarian states where people are still in shackles. It is possible to eliminate nuclear weapons without the need for even one soldier. §2

The UN should, on the one hand, take action on the crime of abusing people while on the other hand assisting Philippines in changing its government system to establish a legal foundation for permanent peace.
