The UN should assist in the formulation of constitutions as a prerequisite for economic assistance. Why do people choose to become refugees and flee their homes? As countless cases have shown, to prevent people from moving abroad, the best immigration policy is for the heads of countries of emigrants to guarantee dignified life quality and equal development chances for their people, and simply adopt the principles for 'long and prosperous governance of the country' as expressed in the Charter for Permanent Peace. §1.2 §3.2 §3.6

Solution

Australia wants to ensure that election procedures are just. The cure is to set up an independent national human rights committee, with half of its members having different nationalities and appointed by international human rights authorities. The Human Rights Committee will handle all matters related to the election. Money shall be strictly barred from influencing elections, and the media will provide free space and time to election campaigns throughout the year. The UN should, on the one hand, take action on the crime of abusing people while on the other hand assisting Iraq in changing its government system to establish a legal foundation for permanent peace. Iraq is in serious need of constitutional reform to protect the rights of its minorities and limit the powers of the military in government. Honduras' government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present government, is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Honduras and its people to flourish. If it is implemented, how long can the Hernandez dictatorship continue to suppress freedom of speech and freedom of information? §1.9.2
