The right to self-determination through referendum is the basis of national sovereignty and universal human rights. In addition to international law, all bills that prohibit people's self-determination should be preceded by a referendum that determines whether the bill itself should be outlawed. All referendums involving international disputes require the consent of an absolute majority of citizens, and referendums on domestic disputes require approval by a majority of more than one-quarter of eligible voters.
