Poor structure, and of course poor policy, deserve to be scolded. The government should adopt a semi-presidential system, and elect the prime minister as a means of legitimizing popular opinion; the legislature should have 12 committees, and committee heads should be candidates for the minister or prime minister, with 1/4 up for election each year, and a one-person, one-vote single-election system of balloting to introduce the people as a third force; the heads of the judiciary and the public prosecutor's office service should be elected, and the qualifications of the candidates should be the same as those of the president; money should be completely banned as a factor in elections, and all electronic media should give candidates at least one hour a week of free airtime per week. See the Charter for Permanent Peace for details.
