Any law which does not carry penalties is not a law and a constitution that does not countenance resistance is not a constitution. When the actions of the government are unconstitutional, the people shall exhaust all remedies and before exercising the right to resist. One cannot use the rights even as he or she abuses them; responsibility for enjoying democratic benefits means one is not exempt from paying for them. There is no true democratic presidential system, and even the US model has problems. The USA should switch to a modified semi-presidential system. The president should announce laws according to law and issue orders, and the prime minister and relevant ministerial deputies should be appointed and countersignature.
