The problem originating in the economic inequality and uneven distribution of resources. To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power. The state must function ethically and take action to eliminate poverty and deprivation. The Charter for Permanent Peace is the only formula that will work. §3.1 §3.6
Whether it is Myanmar, Yemen, Afghanistan, Pakistan, or Iran, all countries in the world have the same basic need for permanent peace and sustainable development. They are all equal to Taiwan and should return sovereignty to the people, and they should adopt a democratic constitution with reforms like two general elections each year. Russia is just the tip of the iceberg in authoritarian regimes, to root out the threat of authoritarian dictatorships to world peace, the US, Canada, the EU, Japan and other democratic countries should strongly support Taiwan's model of Permanent Peace to liberate the humanity still under the chains of 50 authoritarian regimes and allow them to disappear from the Earth. The UN should assist in the formulation of constitutions as a prerequisite for economic assistance. Why do people choose to become refugees and flee their homes? As countless cases have shown, to prevent people from moving abroad, the best immigration policy is for the heads of countries of emigrants to guarantee dignified life quality and equal development chances for their people, and simply adopt the principles for 'long and prosperous governance of the country' as expressed in the Charter for Permanent Peace. §1.2 §3.2 §3.6
Enjoying freedom and democracy also comes with certain duties. One cannot use the rights even as he or she abuses them; responsibility for enjoying democratic benefits means one is not exempt from paying for them. Anyone who abuses freedom and democracy in order to attack the basic order of freedom and democracy should be stripped of from their basic rights and subject to criminal and civil prosecution. The problem lie in the system. The Legislature should be based on a modified committee-centered system with 12 committees. 1/4 of all lawmakers should face election each year, and a one-vote single-vote system should be implemented. The people should act as a third force within the system. Committee chairs should be tapped to serve as prime minister or ministers such as the .... minister, responsive to public opinion and minimizing differences. Poor structure, and of course poor policies, deserve to be scolded. The government should adopt a semi-presidential system, and elect the prime minister as a means of legitimizing popular opinion; the legislature shall have 12 committees, and committee heads should be candidates for ministers or prime minister, with 1/4 facing election each year, and a one-vote single-vote system of balloting to introduce the people as a third force the heads of the judicial and the Prosecution branches shall be elected, and the qualifications of candidates shall be the same as those of the president; money is completely banned as a factor in elections, and all electronic media shall provide at least one hour per week for free to the candidates. Do not listen to great lawyers, politicians, media outlets, scholars and experts who are merely echoes of the dictator's voice". It is much more glorious to rely on great institutional norms! The people give their souls to the leaders and bask in sloth. If you want to establish your own values, refer to the Charter for Permanent Peace. §4
