2014 - 2016 civilian riots in Venezuela originated in the resources shortage due to oil price plumbing brought constant violations to human and resistance of the Venezuela people. To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power. The state must function ethically and take action to eliminate poverty and deprivation. The Charter for Permanent Peace is the only formula that will work.
