Whether it is Mexico, Yemen, Afghanistan, Pakistan, or Iran, all countries in the world have the same basic need for permanent peace and sustainable development. They are all equal to Taiwan and should return sovereignty to the people, and they should adopt a democratic constitution with reforms like two general elections each year. The government should adopt a semi-presidential system, and elect the prime minister as a means of legitimizing popular opinion; the legislature shall have 12 committees, and committee heads should be candidates for ministers or prime minister, with 1/4 facing election each year, and a one-vote single-vote system of balloting to introduce the people as a third force; the heads of the judicial and the Prosecution branches shall be elected, and the qualifications of candidates shall be the same as those of the president; money is completely banned as a factor in elections, and all electronic media shall provide at least one hour per week for free to the candidates.
