Venezuela needed constitutional reforms: When permanent peace and the laws of all nations are integrated, international law shall take preference over domestic law, with direct effect on the rights and obligations of the people. Universal law shall constitute part of domestic law, and all people can choose the laws that meet their needs most closely. Half of the judges on the Human Rights and Citizenship Exercise Committee shall be nominated by internationally-recognized human rights organizations, and half should come from other lands.
