Those in power should be responsible to the source of their power. A governor (local leader) is elected by the people and serves for 5 years, and cannot stand for election again for 6 years after leaving office. House members serve two-year terms, and the speaker's term of office is limited to one session. After this term he/she may not serve again. Candidates in a race must register 6 months in advance. All local electronic media shall offer free time to all candidates, at least 60 minutes a week. It is forbidden to spend money in elections, and political donations shall be considered election bribery, a crime. See the Charter for Permanent Peace for details. §1.6 §6.7
