Those in power should be responsible to the source of their power. A governor (local leader) is elected by the people and serves for 5 years, and cannot stand for election again for 6 years after leaving office. House members serve two-year terms, and the speaker's term of office is limited to one session. After this term he/she may not serve again. Candidates in a race must register 6 months in advance. All local electronic media shall offer free time to all candidates, at least 60 minutes a week. It is forbidden to spend money in elections, and political donations shall be considered election bribery, a crime. See the Charter for Permanent Peace for details. §1.6 §6.7

Poor structure, and of course poor policies, deserve to be scolded. The government should adopt a semi-presidential system, and elect the prime minister as a means of legitimizing popular opinion; the legislature shall have 12 committees, and committee heads should be candidates for ministers or prime minister, with 1/4 facing election each year, and a one-vote single-vote system of balloting to introduce the people as a third force the heads of the judicial and the Prosecution branches shall be elected, and the qualifications of candidates shall be the same as those of the president; money is completely banned as a factor in elections, and all electronic media shall provide at least one hour per week for free to the candidates. The Gulf Cost problem lies in the economic inequality and uneven distribution of resources towards the health care system. To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power.
