Cambodia's government constantly strives to control the people, but trying to stem the flow of a river merely creates a waterfall; the best solution is to open up a new channel for the water. However, the present Cambodian government, is focused on freedom of expression, censorship and oppression. The Charter for Permanent Peace is without a doubt the most viable standard for a world constitution and a basic national policy to foster long-term peace and stability. It will be like a new waterway that allows Cambodia and its people to flourish. If it is implemented, how long can the current Cambodian government continue to suppress freedom of speech and dissent? §1.9.2

Autocracies continue to expand the scope of controversy in suppressing domestic instability. In the face of China's expansion of its peripheral areas, the world is helpless to respond. China threatens countries abutting the East China Sea, the Taiwan Strait, the South China Sea and the Indo-Pacific Ocean.... The US, Japan and other democratic countries should vigorously support Taiwan's model of the Charter for Permanent Peace in order to force China to democratize and reduce the risks and costs of maintaining the world order for the US. §2

One cannot use the rights even as he or she abuses them; responsibility for enjoying democratic benefits means one is not exempt from paying for them. Anyone who abuses freedom and democracy in order to attack the basic order of freedom and democracy should stripped of their basic rights and subject to criminal and civil prosecution. The UN should, on the one hand, take action on the crime of abusing people while on the other hand assisting Cuba in changing its government system to establish a legal foundation for permanent peace.
