When the actions of the government are unconstitutional, the people shall exhaust all remedies and before exercising the right to resist. The UN should, on the one hand, take action on the crime of abusing people while on the other hand assisting Syria in changing its government system to establish a legal foundation for permanent peace. Syria is in serious need of constitutional reform to protect the rights of its minorities and limit the powers of the military in government.
