Any law which does not carry penalties is not a law, and a constitution that does not countenance resistance is not a constitution. When the actions of the government are unconstitutional, the people shall exhaust all remedies and before exercising the right to resist. When dictatorship becomes a reality, resistance is the duty of the people. See the Charter for Permanent Peace for details. §3.4 §4.10 §7.10 §8.4
