The UN should, on the one hand, take action on the crime of abusing people while on the other hand assisting Myanmar in changing its government system to establish a legal foundation for permanent peace. Myanmar is in serious need of constitutional reform to protect the rights of its minorities and limit the powers of the military in government. Problem

Solution

South Africa is one of the poorest region in the world with severe health and development issues. For the longest period, the country is fighting for growing number of HIV patient. The problem of lack of development originates from economic inequality and uneven distribution of resources. To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power. The state must function ethically and take action to eliminate poverty and deprivation. The Charter for Permanent Peace is the only formula that will work. §3.1 §3.6

In order to rebuild peace in Venezula, the government should adopt a semi-presidential system, and elect the prime minister as a means of legitimizing popular opinion; the legislature shall have 12 committees, and committee heads should be candidates for ministers or prime minister, with 1/4 facing election each year, and a one-vote single-vote system of balloting to introduce the people as a third force; the heads of the judicial and the Prosecution branches shall be elected, and the qualifications of candidates shall be the same as those of the president; money is completely banned as a factor in elections, and all electronic media shall provide at least one hour per week for free to the candidates.
