To solve the problem of uneven distribution, it is necessary to start with the system, holding elections at least twice a year to spread responsibility for the problems of poverty and deprivation from the poor to those in power. Burundi wants to ensure that election procedures are just. The cure is to set up an independent national human rights committee, with half of its members having different nationalities and appointed by international human rights authorities. The Human Rights Committee will handle all matters related to the election. Money shall be strictly barred from influencing elections, and the media will provide free space and time to election campaigns throughout the year.
