To solve France problems a semi-presidential system should be adopted, with a legislature based on a modified central committee system. The cabinet shall include 12 departments and a number of ad hoc committees. The Prime Minister and ministers shall be appointed from among the heads of legislative committees, and 1/4 of all lawmakers shall face election each year to ensure new public opinions are regularly considered in legislation and administration.
