Egypt is an authoritarian regime with a dysfunctional constitution. The practice of torture is contrary to human nature, and Egypt should comply with the Humanitarian Charter §1, the Universal Declaration of Human Rights § 18 and § 53 of the Vienna Convention. Where treaties have expired or that are conflicts with absolute law, such as the crime of mutilation or torture, absolute law should take precedence over international law and the constitution.
