The constitution should include the universal values of freedom, democracy, human rights and rule of law, and organization and elements such as the four branches (legislative, executive, judicial and procuratorial). Russia has never been a problem-solver, it has always been a trouble-maker. The US should support Taiwan's efforts toward constitutional reform to achieve greater democracy and freedom. Togo's military is the biggest cause of constitutional conflicts in government and the primary source of social unrest. Over-centralization in the constitutional mechanism leads to pandemic corruption and over-keening worship of autocracy causes harm to democracy and the rule of law. Togo must carry out constitutional reform to install election of the heads of the major branches of government so the people can live and work in peace. Article 39 of the Hong Kong Basic Law stipulates that the people of the SAR have right to self-determination under the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for petitioning a referendum is only 50,000 signatures, and with that citizens can express their opinion through the ballot box instead of taking to the streets. Emmanuel Kant once noted, 'The pursuit of permanent peace is the highest goal of reason and a moral obligation.' China claims to be a 'responsible major power', thus it should not enable North Korea's continued militarism. The US and South Korea should support Taiwan's commitment to democracy and leading China to democratization, which would pressure North Korea in turn to adopt democracy.
